Steven E. Kline, President, and Dan Walker, Senior Vice President, to Present “Attracting and Financing Private Sector Investment” at the 2011 Midwest Community Development Institute


The Economic Development Group, Ltd., a consultancy providing specialized services to local public officials and private developers in establishing and administering Tax Increment Financing (TIF) Districts in Illinois, announces that two of its officers, Steve Kline and Dan Walker, will again be participating as faculty and trainers at the 2011 Midwest Community Development Institute (CDI) on August 10, 2011.

Kline and Walker will present Year 2 and Year 3 Presentations on attracting, financing and negotiating private investment deals. “Our theme this year is largely directed toward helping local leaders discover innovative ways to create partnerships and deploy creative strategies to raise capital during the challenging economic times everyone is experiencing right now,” said Kline.

CDI provides top-notch training for development professionals, community leaders, and public officials, anyone who is actively engaged in building a vibrant and better community. CDI training takes place in an intensive five-day session held in Moline, Illinois every year in early August. Steven E. Kline is President and Chief Executive Officer of The Economic Development Group, Ltd., (EDG), based in Bloomington, Illinois. In tandem with Jacob & Klein, Ltd., an economic development law firm, EDG specializes in the creation and administration of Tax Increment Financing Districts and provides economic development services to municipalities located throughout the State of Illinois. Mr. Kline received an undergraduate degree in Agricultural Science and a Masters of Business Administration from Western Illinois University. Prior to joining EDG, Mr. Kline was a research associate at the Illinois Institute for Rural Affairs at Western Illinois University where he helped create and administer the MAPPING the Future of Your Community program. As an advocate for rural development and the creation of broad based public-private partnerships, he is a past Chair and current Member of the Board of Directors for Illinois Rural Partners, the State Rural Development Council representing the State of Illinois in the National Rural Development Partnership of the U.S. Department of Agriculture. He is a contributing author to economic development publications and a frequent speaker at state and regional economic development conferences.

Dan Walker is Senior Vice President of The Economic Development Group, Ltd. Mr. Walker specializes in assisting local community officials and leaders through the planning process to design and implement successful public and private redevelopment projects undertaken in Tax Increment Financing Districts. His extensive experience as a private business owner, rural community planner, economist and tourism consultant enables him to generate a variety of innovative approaches and solutions. Mr. Walker is a veteran of the United States Navy and received his undergraduate degree in Economics from Quincy University. He received a Master’s Degree in Economics from Western Illinois University. Prior to joining EDG, he managed the National Scenic Byway Program and Heritage Corridor Program for the Western Illinois Tourism Development Office. These programs relate to the development of the Illinois portion of the Great River Road along the Mississippi River from East Dubuque, IA to Cairo, IL. In cooperation with the Federal Economic Development Administration, Mr. Walker also previously served as the first Director of the Illinois Rural Economic Technical Assistance Center at Western Illinois University where he coordinated community and economic development assistance to rural communities located throughout the State of Illinois.
